FLO supported the City of Reno, Nevada, in planning and executing its decennial redistricting process following the delayed release of the 2020 Census Public Law 94-171 redistricting data. The process started in August 2021, and adjusted ward boundaries were due to Washoe County on December 1. The city had to adopt the new redistricting boundaries by ordinance, which condensed the redistricting process such that adoption by the city council would be needed no later than mid-November to adhere to required timelines.

FLO produced four draft maps for the City of Reno. Throughout the redistricting process, FLO worked with the city to conduct a robust outreach process that one city council member described as the “gold standard for the state of Nevada.” Public outreach included three virtual public meetings: one to explain the redistricting process, the second to present draft maps and receive public comment, and a third to present revised draft maps following incorporation of public comment. FLO also prepared large-format, printable versions of all draft maps, which the city could use in its multiple in-person outreach events. In addition, FLO created several digital tools to support public engagement, available in both English and Spanish. These included the Community Builder, a tool that allowed residents to identify their community of interest; and an online redistricting portal that was updated regularly with relevant meeting materials. The Reno City Council unanimously adopted its final map on November 17, meeting all deadlines.
