The City of Roseville sought expertise in demography and GIS mapping to support the development and adoption of revised district maps for its city council. FLO partnered with Redistricting Partners to support the city’s volunteer Independent Redistricting Commission (IRC) and city staff by training the IRC on best practices and the legal requirements of redistricting, developing the city’s community outreach strategy, and providing technical advice and mapping tools.

FLO launched its District Scenario Modeler web tool and received more than 25 public map submissions for the IRC’s consideration. FLO provided an analysis of each public submission to ensure that basic requirements were met and to advise the IRC on how each map performed relative to the IRC’s goals for balancing population and preserving communities of interest. FLO staff worked directly with the IRC during public meetings to show the effects of map adjustments in real time. The IRC concluded its work on time and, by majority vote, adopted a map that was respected by public participants, IRC members, and ultimately the city council, due to the IRC’s open process.
