Communicating School Facility Needs with Accurate Data

Client: Ridgefield School District

Location: Clark County, Washington

Ridgefield School District is located in north Clark County, one of the fastest growing counties in the state of Washington. As the county’s population continues to grow over the next 20 years, the district expects a rapid increase in student enrollment. In an attempt to address the expected growth, Ridgefield School District tried to pass two different bond measures, but they both failed. District leaders needed a new approach.

To help the district make a stronger case for building new schools, we provided the information they needed to effectively communicate the full impact of student enrollment growth to the community, and conduct long-range planning for future school facility needs. Using the district’s data, state population projections, the Clark County Comprehensive Land Use Plan, and the Vacant Buildable Lands Model, we forecasted 20-year student enrollment.

We then used the forecasted data and land use information to determine where future student population centers are likely to be over the next 20 years.

Our work directly contributed to the success of the district’s next bond measure. In recognition of the significance of this work, we were awarded the 2009 Washington Association of School Administrators Community Leadership Award for the Columbia River Region.
